The Hungarian government has published an emergency decree, which says that the country will increase the domestic production of lignite, the timeline and scope of which is unclear, and restore to production all units at the country’s Matra coal plant and ensure that production continues. This constitutes a structural development of coal, as restoring the units will require significant investment, while more workers will be required for this and to increase lignite production. Should Matra be restored, it willbreach the LCP BREF through the operation of Block II.
