Consultancy: Energy transition analyst

Beyond Fossil Fuels (BFF) is an alliance of passionate civil society groups committed to transforming the European energy sector. We strive for a just transition to a fossil-free, fully renewables-based energy system that protects people, nature, and our planet. As an independent campaign, we are driven by a fierce dedication to ending our reliance on coal by 2030 and fossil gas by 2035 with a focus on the power sector. With your help, we can create a brighter, cleaner, and more equitable future for all. This campaign is supported by a secretariat, consisting of 30 people, spread across Europe.

Purpose of the consultancy

The BFF secretariat is looking to hire a short-term consultant to analyse transition pathways towards a fossil-free, renewable-based power sector in Europe, and define a science-based set of indicators to track progress towards this ambition.

  • Role: Energy Transition Analyst consultant
  • Duration: 5 months from September 23, 2024
  • Location: can work from any European country
  • Reports to the deputy campaign director
  • Deadline to apply: September 6, 2024

Description of duties

Under the guidance and supervision of the deputy campaign director, the consultant will have the responsibility to create data-driven insights in line with the BFF strategy, working closely with experts in organisations which the Beyond Fossil Fuels coalition cooperates with.

The consultant will perform the following tasks:

  1. In consultation with energy expert groups, analyse existing Paris-aligned energy transition pathways (5 to 10 scenarios) to identify the key features of the power sector transition in Europe to identify agreements and discrepancies. This includes looking at how renewable energy, grids, sufficiency efforts and non-fossil flexibility options (e.g. storage, grids, demand-side management) can contribute to phasing out fossil fuels in the power sector.
  2. Building upon science-based analysis and research from energy expert groups, define a set of measurable indicators that will allow the coalition to track progress made and gaps towards a coal phase-out by 2030 and a fossil-free, renewables-based power sector in Europe by 2035 (called ‘BFF benchmarks’). The consultant will consider:
  • A maximum of 30 indicators;
  • Indicators that track progress made toward a renewables-driven transition for a fossil-free power sector by 2035;
  • Indicators that speak to the evolution of power demand, electrification of other sectors, renewable energy deployment in the power sector and their contribution to decarbonising the power sector and the broader energy sector, the evolution of fossil fuel uses in the power sector, the deployment of grids (distribution, transmission and interconnections) and non-fossil flexibility (e.g. DSR, long/short term/duration storage);
  • Indicators that measure levels of energy, capacity, investments, shares, grid lines, plants, or any other relevant metrics;
  • As well as indicators that capture the contribution of the power sector to the broader transition towards a sufficient and efficient, fossil-free and renewables-based energy system in Europe.
  1. For the continent of Europe (39 countries), the EU27, and 10 individual countries European (still to be defined), the consultant will provide for each indicator:
  • An explicit definition (e.g. the unit, a description, a baseline year and value);
  • A value (e.g. a floor value, a ceiling value or a range of values) for the years 2030 and 2035, consistent with the BFF benchmarks and from which to measure progress and gaps;
  • A methodology including a description of how to measure progress, which dataset to use (e.g. source, references, specification), and how to analyse developments over time.
  1. Support the BFF secretariat team with using these indicators externally (e.g. web, media, social media, articles)

Expected deliveries:

Output 1 – First week of October, 2024: based on the discussion with BFF expert groups

  • a revised timeline and work plan for delivering the different tasks of the mission.

Output 2 – Mid October, 2024: For a set of minimum 6 indicators, for all regions and countries aforementioned:

  • Deliver their full definition, including the baseline and benchmark values for 2030 and 2035 as well as the corresponding dataset including values available since the baseline year;
  • Provide a clear description of the method for tracking changes and updating these indicators, including the sources of datasets;
  • Produce an analysis of the current status of these indicators and the conclusions regarding the overall status (e.g. progress and gaps) of the power sector transition;
  • Produce and present an overview of these results as well as the next steps for selecting and defining other indicators and consolidating data and methods (e.g. their timeline, the individuals and groups to consult).

Output 3 – November 29, 2024: For the whole set of indicators (maximum 30), and ad minima for Europe, the EU27:

  • Deliver their full definition, including the baseline and benchmark values for 2030 and 2035;
  • Provide a first dataset including values available since the baseline year;
  • Provide a clear description of the methodology for tracking changes and updating these indicators, including the sources of datasets;
  • Draft analysis of the current status of all indicators and the conclusion  regarding the overall status (e.g progress and gaps) of the power sector transition;
  • Produce and present an overview of these results including proposed data visualisations.

Output 4: Based on feedback from the BFF campaign and expert groups as well as the BFF secretariat

  • Finalise and consolidate the definition, methodology and datasets for each indicator;
  • Provide data and indicator analysis for all aforementioned regions and countries;
  • Produce and present an analysis of the status of the power sector in Europe, the EU27 and in key countries (maximum 10);
  • Support the secretariat with the preparation of communications based on these indicators (e.g. web, media, articles).

Required skills & experience

Research consultant: capacity remuneration mechanisms

Beyond Fossil Fuels (BFF) is an alliance of passionate civil society groups committed to transforming the European energy sector. We strive for a just transition to a fossil-free, fully renewables-based energy system that protects people, nature, and our planet. As an independent campaign, we are driven by a fierce dedication to ending our reliance on coal by 2030 and fossil gas by 2035 with a focus on the power sector. With your help, we can create a brighter, cleaner, and more equitable future for all. This campaign is supported by a secretariat, consisting of 30 people, spread across Europe.

Purpose of the research

The BFF secretariat is seeking a researcher to identify individual capacity remuneration mechanism (CRM) contracts that have been awarded to fossil gas power plants in Europe and to create a set of arguments based on this data to be used towards external stakeholders around the economic and climate costs of CRMs, including the risks associated with relying on CCS and/or to decarbonise gas plants in future.

The deadline for applications is Monday 14 October.

Details of research required

We would like to identify individual CRM contracts that have been awarded to fossil gas power plants in Europe, namely the BFF campaign’s geography, which includes the EU27, the Western Balkans, Turkey, the UK, Norway, Switzerland, Moldova and Ukraine. Specifically, this includes capacity markets in France, Belgium, Italy, Ireland, Poland and Turkey as well as the strategic reserves established in Germany, Finland and Sweden. This data will in turn be integrated into the Beyond Fossil Fuel gas plant database.

A second objective is to create a set of arguments based on the collected data to be used towards external stakeholders around the economic and climate costs of CRMs as well as the risks associated with a reliance on CCS and/or hydrogen to decarbonise gas plants in future. These costs and risks could be contrasted with case studies of alternatives, e.g. markets that don’t rely on CRMs or other policy options. These arguments should be presented in a report that can be used with decision makers and other stakeholders.

The specific data we would like to collect are as follows:

  • the number of CRM contracts signed per individual fossil gas plant,
  • the owner of the gas plant (and parent company, where appropriate),
  • the awarded capacity (in MW),
  • the technology of the power plant (CCGT, OCGT, and whether it is a CHP),
  • the monetary value of each contract (in a standardised year-on-year format converted to EUR),
  • the start date and time length of each contract (in months or years),
  • if the contract is for an existing or new-build plant,
  • If the contract includes any requirement for the gas plant to be hydrogen- or CCS-ready.

We are interested in data included in CRM contracts signed since 2015.

Expected outputs

The expected outputs of the project are as follows:

  • The creation of a dataset of CRM contracts to be incorporated into Beyond Fossil Fuels’ gas plant database.
  • A report analysing the data collected in terms of the economic cost, climate cost and incompatibility with climate goals, including future reliance on hydrogen, CCS, and timescales. It should also compare the share of CRM contracts awarded to gas vs other non-thermal solutions (storage etc)
  • A webinar explaining the findings of the research for Beyond Fossil Fuel members.
  • A public webinar for decision-makers.

The data and research report will be used publicly by the Beyond Fossil Fuels campaign.
