Purpose of the research
The BFF secretariat is seeking a researcher to identify individual capacity remuneration mechanism (CRM) contracts that have been awarded to fossil gas power plants in Europe and to create a set of arguments based on this data to be used towards external stakeholders around the economic and climate costs of CRMs, including the risks associated with relying on CCS and/or to decarbonise gas plants in future.

Details of research required
We would like to identify individual CRM contracts that have been awarded to fossil gas power plants in Europe, namely the BFF campaign’s geography, which includes the EU27, the Western Balkans, Turkey, the UK, Norway, Switzerland, Moldova and Ukraine. Specifically, this includes capacity markets in France, Belgium, Italy, Ireland, Poland and Turkey as well as the strategic reserves established in Germany, Finland and Sweden. This data will in turn be integrated into the Beyond Fossil Fuel gas plant database.
A second objective is to create a set of arguments based on the collected data to be used towards external stakeholders around the economic and climate costs of CRMs as well as the risks associated with a reliance on CCS and/or hydrogen to decarbonise gas plants in future. These costs and risks could be contrasted with case studies of alternatives, e.g. markets that don’t rely on CRMs or other policy options. These arguments should be presented in a report that can be used with decision makers and other stakeholders.
The specific data we would like to collect are as follows:
- the number of CRM contracts signed per individual fossil gas plant,
- the owner of the gas plant (and parent company, where appropriate),
- the awarded capacity (in MW),
- the technology of the power plant (CCGT, OCGT, and whether it is a CHP),
- the monetary value of each contract (in a standardised year-on-year format converted to EUR),
- the start date and time length of each contract (in months or years),
- if the contract is for an existing or new-build plant,
- If the contract includes any requirement for the gas plant to be hydrogen- or CCS-ready.
We are interested in data included in CRM contracts signed since 2015.
Expected outputs
The expected outputs of the project are as follows:
- The creation of a dataset of CRM contracts to be incorporated into Beyond Fossil Fuels’ gas plant database.
- A report analysing the data collected in terms of the economic cost, climate cost and incompatibility with climate goals, including future reliance on hydrogen, CCS, and timescales. It should also compare the share of CRM contracts awarded to gas vs other non-thermal solutions (storage etc)
- A webinar explaining the findings of the research for Beyond Fossil Fuel members.
- A public webinar for decision-makers.
The data and research report will be used publicly by the Beyond Fossil Fuels campaign.

- Knowledge of the political, economic and technical challenges of the European energy transition;
- Proven ability to carry out similar work, including rigorous and independent analysis and data collection;
- Presentation of a clear approach to delivery of the outlined tasks and general project management.
- Excellent communication skills, including the ability to communicate clearly and concisely;
